The Idea is to add to Theme Properties in Thematic manager the option "AsBySymbol" to Line Style and Line Weight.

That is for complex symbol, that use line styles and weights to describe some real-world functionality. By applying a Theme, I want only to change color of the elements and NOT the line style and weight of elements, which are set in symbol definition. I want line styles and weights to remain as defined for symbol.
